One of the major factors affecting digital return in northern regions is the digital divide that separates remote regions from urban centers in many areas of the world. The digital divide is an economic and social inequality with regard to access to, use of, or impact of information and communication technologies (ICT). This digital divide impacts northern
communities where internet access is severely limited due to undeveloped infrastructure. Our report concludes that these issues are creating significant challenges for digital return projects.
